A secret document, issued in July 2020 by the Supreme People's Court, the Supreme People's Procuratorate, and the Ministry of Public Security of China, has recently surfaced, shedding light on the harsh and systematic repressive measures adopted by the Chinese government against the Church of Almighty God (CAG). This document, titled *Guiding Opinions on the Legal Punishment of Criminal Activities of the 'Almighty God' Xie Jiao*, represents a detailed plan to target members of this religious community "efficiently" and "severely," under strict confidentiality and government control.


The document, which orders close collaboration between courts, prosecutors, and public security bodies, outlines a targeted strategy to eliminate the CAG. According to the *Guiding Opinions*, authorities are instructed to fully utilize existing legal provisions to conduct precise and coordinated attacks against the church, one of the most persecuted religious communities in China. For example, in December 2023, two CAG leaders in Sichuan province were sentenced to 10 years each for simply organizing meetings.


The document significantly expands the definition of "serious circumstances" related to the distribution of religious materials, including any form of sharing through electronic devices, such as USB drives or other mobile storage devices. Even minor actions, such as copying religious materials, can now be considered serious crimes, with penalties often exceeding seven years in prison.


The systematic repression of the CAG is not an anomaly but part of a long tradition of government campaigns in China that use the judicial system as a tool of political oppression. From the 1983 "Strike Hard" campaign, which led to the execution of at least 24,000 people, to the more recent 2018 anti-gang campaign, China has demonstrated ruthless efficiency in using its legal institutions to suppress dissidents and religious minorities.


In the case of the CAG, the *Guiding Opinions* represent a new weapon in this silent war, designed to destroy a religious community through fear, repression, and unjust sentencing.
