MIVILUDES: The French Agency Involved with Russian Extremists

International Intrigue: The Ambiguous Actions of MIVILUDES In the current geopolitical landscape, MIVILUDES, an acronym for the Interministerial Mission for Monitoring and Combatting Cultic Deviances, finds itself at the center of controversy for its connections with Russian extremist elements. This French governmental agency, under the aegis of the Ministry of the Interior, is tasked with monitoring and countering so-called “cultic deviances,” a vague term that practically refers to religious or spiritual movements considered unorthodox.


For years, MIVILUDES has closely collaborated with FECRIS, the European Federation of Research and Information Centers on Sectarianism, an entity financially supported by the French government that coordinates anti-cult associations across Europe and beyond. However, this collaboration has raised questions, as some Russian members of FECRIS are known for their extremist, anti-Western, and anti-Ukrainian stances.


During FECRIS’s annual symposiums, representatives from MIVILUDES have shared the stage with figures such as Alexander Dvorkin, vice-president of FECRIS and known for his disinformation campaigns against religious minorities, anti-gay attitudes, denunciations against Muslims and Hindus, and for promoting the exclusivity of the Russian Orthodox Church. These associations have led to international criticism, particularly from the United States Commission on International Religious Freedom, which has labeled Dvorkin as a threat to religious freedom.


Other controversial encounters include the participation of Anne-Marie Courage and Laurence Peyron from MIVILUDES at events with Dvorkin, as well as the presence of Anne Jossot and former president Serge Blisco on similar occasions. Additionally, Georges Fenech, former president of MIVILUDES, participated in a delegation to occupied Crimea, raising further concerns about his sympathies for Putin’s regime.


Despite growing international tensions, particularly Russia’s aggression in Ukraine, MIVILUDES has not taken a public stance against FECRIS or its extremist members. This silence raises questions about the agency’s position and its ability to distance itself from ideologies that conflict with democratic values and tolerance.
